buildroot: reinstate /etc/{hostname,issue} kconfig when using generic target
These got lost in the recent cleanup, but are handy for minimal rootfs
customization.

target/generic: add kconfig for serial getty config (port + baudrate)
These are the settings people most often want to tweak for embedded boards,
so add kconfig variables to make it easy to do.
