Added GodotPhoenixChannels

GodotPhoenixChannels is a GDScript and Godot Engine implementation for the Channels API of the Phoenix Framework. It enables Godot projects and games to connect to Phoenix Channels to leverage the connected massive real-time capabilities of Elixir and Phoenix backends.
